Madero has announced that he is ready to consider peace proposals, but demands first the retirement of President Diaz. The Minister of Finance has arrived in Mexico. He denies that any peace overtures are likely to be made with the rebels, and uttered a warning that a continuance of the insurrection was likely to cause international compliea-
