REFORM OF THE LORDS
UNIONIST SCHEME OUTLINED. By Cable—Prtss Association—Copyright. Received 20, 11.15 p.m. London, March 20. Lord Selbome, at Winchester, sketched the reforms approved by the Unionist leaders. These embrace moderate reform of the House of Lords, with arrangements for ending deadlocks by means of informal conference. If these were IPsufficient, the Lords and Commons would sit and vote together. The referendum would be used in cases of grave import, such as Home Rule.
