LORD KITCHENER.
AS AN OVERSEAS ARMY ORGANISER. By Cable —Press Association —Copyright. London, March 16. The Evening Standard says that military circles consider that Lord Kit"cherier's time is being frittered away. The suggestion has been made that Lord Kitchener should be employed for five years developing the overseas armies as adviser and intermediary between the respective Governments, and framing a concrete scheme of defence as outlined by Sir Joseph Ward and Mr. J. C. Smuts, South African Defence Minister.
