The Labor Party has issued a manifesto protesting against the huge naval estimates, which it considers are a menace to international peace. ARMY MEAT CONTRACTS. London, March 16. In the course of the debate on the army estimates, several members criticised the action of the War Office in giving the contract for the supply of meat to troops stationed at the Curragh, Ireland, to a foreign company. THE NAVAL POLTCY. London, March 10. Mr. McKenna, in introducing the naval estimates, said that the Government must ensure that after a protracted struggle the country would be safe, and they could not afford a fortnight's doubt. The proposal for a naval loan could be adopted 'only in tlie event of exceptional circumstances,
