The Novoe Vremya declares that parleying with China is useless, and an ultimatum is imperative. China maintains her former argument against the appointment of consuls in Mongolia, and upholds her claim for a Chinese tea monopoly. Advices from Harbin state that the authorities, in pursuance of instructions from Pckin, intend to awaken a warlike spirit, and to rouse the population to the defence of their country.
