AMERICAN RACE PROBLEM

At the Couthern Commerce Congress, Mr. Dickinson, Secretary of War, suggested to solve the negro problem by the voluntary removal of younger negroes to a country to be provided by the United States. This was regarded as impracticable unless the negroes cooperated, Mr. Dickinson appealed to the Southerners to remove the reproach of lynchings and other outbreaks of mob violence.
