Mr. Catts, a member of the Federal House, and secretary of the Railway Tramway Association, was lined £3 for divulging the proceedings of the Railway Service Superannuation Board. Catts published the information in the association's official organ, the defence being that the regulation prohibiting publication was ultra vires. The proceedings were taken at the instance of the Chief Railway Commissioner.
