Minister of Works, speaking on the second reading of the Mail Contract Bill, advocated modified passage rates similar to those between Italy and the Argentine, which might solve the South African labor troubles, inducing British workmen to come season after season, as Italians go to the Argentine. He declared a shipping combine was exploiting its monopoly regardless of South Africa's interests. It was intended to amend the Bill in order to empower preferential treatment at ports to lines not belonging to the ring, and he believed they could induce private shipowners to run a regular nine-teen-days thrice-weekly service.
