Messrs. Churchill and Lloyd-George, when visiting Dartmoor Prison, discovered a prisoner who appeared to them to be suffering from an unduly severe sentence, and he was therefore liberated on parole and occupation found for him, but the experiment resulted unfavorably, as mentioned above.
