Hoping to secure the support of Hungary in a shipbuilding programme, he secretly promised that a Dreadnought would be built at Fiumc, and that the Hungarians should supply 50 per cent, of the Dreadnought ammunition. The Austrian Government and Delegation strongly oppose the arrangement.
