THE COMMERCIAL TREATY. By Cable—Press Association—Copyright. New York, February 23. A strong opposition is developing at Washington to the Japanese commercial treaty. In the Senate there was a hot debate, and consequently the treaty was not ratified to-day as expected. The omission of reference to the immigration restrictions was opposed by Western Senators. THE SENATE DELAYS DECISION. Received 25, 12.15 a.m. New York, February 24. A second attempt in the Senate to ratify the Japanese treaty failed, the Senators desiring time to consult their home States.
