A NEW TRADE TREATY. THE IMMIGRATION QUESTION. By Cable—Press Association—Copyright Washington, February 22. Mr. Taft has sent to Congress the text of tie new trade treaty with Japan. The essential difference between the existing agreement is the omission of all immigration restrictions, leaving to Japan's natinnal honor the enforcement at he? owj» ports of the restrictions now enforced at the ports of the United States. A bitter controversy is likely to take place in the Senate, where Western members oppose the removal of restrictions. If the controversy becomes more acute the Canadian reciprocity agreement is not likely to be reached.
