The Pall Mall Gazette, commenting on Professor Hewin's speech, declares that Mr. Bryce, the British Ambassador, ought to have informed the Government of the course of events. The Government, howevent, cannot plead ignorance after Earl Grey's warning. The paper asks why Mr. Bryce was not warned to report. . DISCUSSION IN THE SENATE. Received 22, 11.20 p.m. New Y T ork, February 22. The Senate's committee, when considering the reciprocity agreement, learned that Mr. Taft had not consulted any of the interests affected. This disclosure is likely to afford ground for barring the progress of the Bill.
