ENGLISH PRISON REFORM

NEW PREVENTIVE DETENTION. By Cable—Presß Association—Copyright. Received 19, 5.5 p.m. London, February 18. Mr. Winston Churchill, in a memorandum, states that the new preventive detention sentences would be restricted to the worst class of professional criminals, for whom employment would be provided in useful trades or' agriculture. They would receive gratuities, enabling them to buy food. Prisoners receiving three certificates for industry would be granted garden allotments, the products of which would be purchased for prison use at market rates.
