THE NAVY SAYS " DON'T." OPPOSITION BY AN ADMIRAL. Vff Cable—Press Association—Copyright. London, February 18. Vice-Admiral Sir Hedworth Lambton. at the Chamber of Shipping dinner, said he was sorry the Government was inclined to sign the Declaration of London. He believed the whole navy, if asked, would say "Don't." The Declaration proposed that merchantmen might claim every immunity as non-comba-tants, and whenever they liked could turn pirate.
