Mr. Frank O'Donnell, in a letter to the Times, declares that whatever the merits and demerits of payment of members and of election expenses might be, they would emancipate Ireland from the domination of American dollars and weaken the Irish League's influence. Home Rule should be submitted at a free election, above the dictation of this oppressive machine and foreign funds. He advises Mr. Asquith to wait until the Irish constituencies are rendered free to vote, and declares that Mr. Redmond's guarantee of finality Is worthless. i
