Briand, the French Premier, in the Chamber of Deputies, and wounded another Minister in the leg, has been put in an asylum. A BUILDING COLLAPSES. Ottawa, February 15. A six-storey block at Winnipeg collapsed, having been weakened by excavation which was being done alongside. One woman was killed, but many of the people were rescued from the tap floors amid great excitement. A RIGOROUS CLIMATE. New York, February 15. A woman was killed and fifteen injured during a 24 hours' sleet and snowstorm.
