The Minister of Defence, opened the Commonwealth War Railway Council, consisting of the military heads and the Commonwealth consulting railway engineer, to consider the question of railways in relation to defence. The Minister said that if the railways were to .<« or any service in war time, a 'scheme by which they were to be used should be drawn up in times of peace. The Commonwealth had no desire to interfere in the management of the. State railways. All it desired was that the question should be considered from a defence point of view. Witnout mobilisation of troops merelv stationary forces of defenders were useless. Another matter of necessity was the formation of a railway control staff for war. He hoped the 'result of the conference would be a real live scheme. The council sits in private.
