Welsh members acquiesce in the postponement of the Welsh Church Disestablishment Bill, but decline to admit that Home Rule should precede it. HOME RULE. Received 15, 9.50 p.m. London, February 15. Mr. Lan Malcolm, Unionist member for Croydon, who gave notice for Wednesday of an amendment to the Address-in-Reply, "That all effective veto debate is seriously hampered by the obscure, conflicting declarations of Ministers relating to Home Rule, which is openly avowed as one of the main reasons for altering the Constitution," now adds "that the proposal is subversive to the unity of the Kingdom and the well-being of all its parts." UNIONIST ORGANISATION. Received 16, 12.35 a.m. London, February 15. The Unionists in the Commons are appointing a special committee to examine special sections of Government Bills and prepare amendments.
