Twenty British steamers arc ice-bound at Odessa. The ice spreads for 100 miles seawards. MASTER'S CERTIFICATE SUSPENDED. London, February 14. Mr. Justice Hutton, delivering judgment on the Annesly wreck, said the vessel was not navigated with proper and seamanlike care, and the loss was due to the master's fault. His certificate would be suspended for three months, though the Court acknowledged the master's high character and long and honorable career. RUSSIAN STUDENTS■ EXILED. St. Petersburg, February 14. Eight hundred students have been exiled, and four hundred are at Tomsk. FIRE AT 'BUENOS AIRES. Buenos Aires, February 14. Fire destroyed a number of warehouses and Customs sheus in the city. The damage is estimated at £175,000. THE AOTEA. London, February 14. The Aotea has been reinsured at 15 per cent., or if a total loss at 45 per cent, free of all average. CENTRAL AFRICA. A TEST FOR BLOOD. London, February 14. A demonstration at the Royal Institute of Public Health oi tne serological test infallibly distinguished various mammalian bloods. The wrappings of an Egyptian mummy also responded to the test. This method was utilised in the Clapham Common murder case.
