Sir Henry May, the new Governor of Fiji, interviewed at Brisbane, said there was a big movement in China in the direction of introducing reforms and western ideas, but China was held back by deep-rooted prejudices, and was averse to the acceptance of foreign aid. Military organisation had been quiet in China since the Chino-Japanese war.
