CANADA AND THE STATES
THE RECIPROCITY AGREEMENT. By Cable—Press Association—Copyright. London, February 2. The Times' Ottawa correspondent says that the feeling of Conservatives is all against the reciprocal agreement as hostile to preferential trade with Britain, and this opinion steadily gains strength in the country. NOT THE ONLY PEBBLE ON THE BEACH. London, February 2. The Daily Express remarks that Canada is not the only granary in the world, and enlarges on the prospect of Australia automatically succeeding to Canada's position, if it should be vacated. HIGH COST OF LIVING. AN UNEXPECTED DENUNCIATION. Received 4, 1.7 a.m. Ottawa, February 3. A motion demanding the investigation of the high cost of living in Canada was lost in the Dominion Parliament, Sir Wilfrid Laurier asserting that existing legislation was sufficient. The Premier of Manitoba, where reciprocity sentiment is supposedly strongest, denounces the agreement, as tending to the destruction of the connection of Canada with the Empire. PUBLIC OPINION IN AMERICA. Received 3, 11.40 p.m. London, February 3. The Times' Washington correspondent states that the outlook of Congress is obscure. Prospects for the ratification of the reciprocity agreement have not got worse. The President is anxious for the ratification, and public opinion is generally in favor, but strong sectional interests oppose it, and the adoption depends upon the administration's success in organising its forces. The consensus of opinion of skilled observers is that possibly the House, but not the Senate, will pass the measure this session, and President Taft will call an extra session for the Senate's benefit.
