The United States' representative Mr. Humphreys, speaking at Detroit, said Japan could seize Seattle, Tacoma an<} Portland, the five trans-continental railway routes, the Bremerton navy yards :uid fortify the mountain passes before the United States could despatch 75,000 troops to the Pacific Coast. The United States navy would be helpless, because it would be needed for the merchant vessels, and the army would be too small for quick and adequate protection.
