Mr. Boyd, a New Hebrides missionary, declares that the condition of the natives is worse than when he went there sixteen years ago.' This is atj tributed to recruiting and sly grog selling, regarding which he- repeats the charges against 'French settlers. The condominium had failed to bring better administration.
