Mr. Tudor has made an important alteration in the concession of preference to goods of British manufacture. Hitherto preference has been allowed on all goods shipped from a British port on 25 per cent, of which British labor has been employed. The Minister, after obtaining the views of a number of interested British associations, has decided to adopt, from July 1, the Canadian system, which stipulates that preference shall apply only to imported finished articles in addition to having one-fourth of their value produced by British labor.
