| CHAIRMAN'S ANNUAL REPORT. I I At, the meeting of the Harbor liorird i yesterday tlie chairman (Mr. B. Connett) presented the following report for the year: Jii placing before you tlie annual stalemer.; of accounts for the year loll) I have very much pleasure in pointing out the largn increase in the receipts of the general account, amounting to over t'2i:oo, which, deducting tile amounts received for endowments in 1J>0!) (which are now paid direct into the trust account) is equal to an increase of about 25 per cent. The working account shows a net protit for the year of £8743 lis Id. The volume of trade done is also very gratifying, constituting a record for the | port, ' the total cargo handled being i «(>,849 tons in 1010, as against 75,41!)! tons in 11)011—an increase of over 15 i per cent. Total Ordinary Revenue Received in tbej General Account by the Board since |

LOAN ACCOUNT. The unexpended balance in this account amounts to £02,744 14s lOd, of which £52.000 is on tixed deposit and the balance lying at the Board's bankers. BREAKWATER PROTECTION. The sum of £3SO 8s 2d lias been expended under the above heading, chiefly on the protection of the new work. It is-not expected that any great expenditure wi.i be required during the coming venr. Nineteen concrete blocks have been used in protection, and there are still S7 blocks oil hand. Four hundred tons of large stone have also been used, as well as 500 tons for the protection of the block parapet, DREIKJE "THOMAS KING." uwing to an exceptionally heavy south-east gale in March last, the dredge ''Thomas King" broke from her moorings and was sunk alongside the wharf. She was. however, skilfully raised by the Board's own stall', but necessitated an expenditure of £323 (is lid in this work and r: pairs. The working expenses of the vessel were t; 1441' lis Id. making a total expenditure of £1704 18s for the year. The quantity of spoil removed was 04,831) tons, equal'to a cost of 4.40 per ton. The Board has decided to keep this vessel at work for the present. Particulars of sand removed from the harbor for the past sixteen years;—

DUE DDE - PARITUTU." This vessel arrived at Wellington on dune 21 last, and at. New Plymouth on July !).'commencing work on .July 15 for her 72 day*' maintenance period, Mr. J. 11. Knowhs, the makers' representative, being in charge of the vessel. The Hoard took over the dredge from the makers on October 8, the vessel having proved hi rself to be quite up to the engineer's expectations. The total cost of the dredge to date is £34,11)8 17s 4d, and there is still a .-mall sum to be adjusted. Since commencing work, the dredge has made 234 trips, and removed 8!),b73 tons of spoil, a very large proportion being very hard material. The cost has been £3117 lbs Id, or an average of 8.3!) d per ton. ' The Board has placed both dredges under the control of Mr. F. Henderson, the superintendent of works. | The "Paritutu" has dredged out a berth of 300 feet from the outer end of I the wharf to a depth of 20 feet l.w.s.t. by a width of 150 feet, and she is now engaged in dredging the depth to 33 feet by 00 feet wide. WHARF. The sum of -1485 Ids Od has been expended in strengthening the old wharf during the ytar —12 of the old piles, 31 braces and 20 dialing pieces having been renewed. COAL BINS. New coal bins have been erected on the bruikwater with a capacity of 240 tons. Steanu-rs drawing up to 12 feet can now lay alongside the bins and discharge directly into them, while the

dredges can coal from them by means of » chute at a rati of about 21) tons per hour. WHARF WIDENING. All material for this work is now on hand and 111) piios have been coppered ready for diving. The widening of the 'wharf by 20 feet will be commenced as soon as tile, dredging has been suliiciently advanced. SURVEY OF HARBOR. In anticipation of the early arrival of Home liners, the harbormaster has been instructed to make a complete survey of the harbor and approaches by means of sweeping, for insertion on the Admiralty Chart and in the New Zealand Nautical Almanac. Preparations for the work are well advanced, and a start will be made very snortly. PLANT. BUILDINGS AND MACHINERY. The sum of £570 Is lid has been expended under this heading during the past year, and all buildings and machinery are in a fair state of repair. Sales of plant and material amounted to £3O IDs 4d during the year. ENDOWMENTS. Since my last report a further extension of time for erecting buildings and machinery on the ironsand leases has been granted to the Public, Trustee. This extension will expire on March 31 next. WHARFAGE AND DUES. The following is a table of the above during the past fifteen years:

It gives me very great pleasure to report that the, land revenue has increased during the year by £1072 Ss Id, the'figures for the past, year being £4BBI 10s 4d, as against £2OOO 2s Oil for 100'), the amount for lOliO being the highest received by tlio 'Board since 1001. The total worth of this fund on December 31, 11)10, was £4123 lHs !)d, of which amount £I7OO was invested on registered mortgage and the balanee of £2-!2:i ISs !)d at the Bank of New Zealand uninvested. HARBORS ACT AMF.mUF.NT. An amendment to the Harbors Act was passed by Parliament, during the year, the principal alterations affecting this' Board ucing triennial in place of biennial elections, eight elective members in place of six, and one Government nominee in place of three. The Board will now he -elected as follows:—Two members by the electors of the jorough of New Plymouth and the town districts of Fitzroy and St. Aubyn; one by the electors of the boroughs of Tnglewood, Stratford and Eltham; two by the electors of those parts of tlve counties of Taranaki and Egmont included in the harbor district; one by the electors of those parts of the eounties of Stratford 'und Whangamo-

mona included in the harbor district,! one by one the electors of those', parts of the counties of Kltham and llawcra included in the harbor district, ! During the year Mr. E. Dockrill, of New Plymouth, was appointed a Government nominee on the Board in place of the late Mr. J. Ward. ' HARBORMASTER. Captain W. J. Newton, lute of the s.s. Waikare and other vessels, was appointed to the position of harbormaster and pilot—during the year. In answer to questions, the chairman stated that 'the sum. of C 2400 in the Sinking Fund was at the Bank awaiting investment, and according to Mr. King there was every prospect of it soon being used. Mr. Maxwell referred to the report as excellent. The chairman said there was not nmeh prospect of aerate being collected during the present year. The amount, of the rents was practically £-1300, the land revenue £4480 and the surplus £8743,' making a total of £14,024. The, land revenue might vary, but altogether the position was very satisfactory. After further discussion, the chairman >s:iid he did not think there was any occasion to enlarge on the report, which spoke for itself, and lie was prepared to answer anv questions by members. -Mr. King said there was one point which it might be well to refer to. Everybody knew that the Board had lost heavily when the steamers knocked oil' running daily, but. as he had said at the time, the trade, would increase. It was estimated that they would lose £-2(100, but that had been recouped now, and the trade Wiitchicreasing every day. He did not think there was the slightest possibility of a rate being put on just now, wuatever they thought b. fore, unless ; other improvements were to be put in j hand. !
