The Assembly's programme, as modified by the Throne, provides for the promulgation of regulations relating to the formation of a Cabinet and Advisory Board, the latter consisting of the present Grand Council, with Prince Ching as President. A Budget will be framed in 101*2, and Parliament organised 1913.
