The Times' St. Petersburg correspondent reports that Russia requires Great Britain to assent to the German demands regarding the central and southern zones in Persia before signing the agreement. The newspaper Xovoe Vremya accuses German diplomatists of publishing an untrue version of the negotiations with a view of sowing mistrust in the Triple Entente.
GERMANY, RUSSIA AND TURKEY AGAINST ENGLAND. Received 12, 12.30 a.m. Berlin, January 1.1. The Vossiche Zcitung has modified its yesterday's attack with regard to the Bagdad railways, and says the solution lies in the internationalisation of the line. English predominance in Persia should be confined to the gulf coasts.
The Berlin Post declares that the terminus of the railway is essentially Turkish territory. England must settle not with Germany, but with Russia and Turkey.
