The Times' Paris correspondent says that Saganoff, Foreign Minister-elect, made it clear to the French Ambassador at St. Petersburg that the present BussoGevman pourparlers had not interfered with the European balance of power or the Russo-French relations. The negotiations were confined to the questions of the Bagdad railway and railway enterprise in the Russian sphere of Persia.
