The Times states that the action of President Taft in consulting the United States Senate's Foreign Commitee with a view of negotiating an arbitration treaty with Great Britain on the lines of the abortive Olney-Paunccfote treaty, will doubtless receive favprable consideration from Britain when it takes practical shape. The American Government is sanguine of the eventual establishment of a court possessing more effective machinery than The Hague Tribunal.
