RUSSO-JAPANESE AGREEMENT

Paul Deschanel Conseiller-General and a member of the Chamber of Deputies. He declared that the Russo-Japanese agreement had enabled Russia to resume her position in the Councils of Europe. It would prove a great source of weakness to the Triple Alliance if fresh complications or changes in the balance of power occurred in the near East. France was late in realising the esentially nationalist character of the Young Turk revolution. Though Turkey momentarily inclines to the Teutonic powers, in order to counterbalance Slav-Hellenic influences, Turkey will ultimately not favor any particular Power. France's financial resources provided an incomparable weapon, which ought to be subservient to her policy. M. Deschenal added: "To me, Lord Roberts, Lord Kitchener, Lord Beresford, Messrs. Balfour, Haldane and Robert Blatchford point out the contrast between Britain's diploma«y, which has become continental, and Britain's system of defence, which remains insular. All agree upon the necessity for effort."
