Lord Northcote, who presided, recalled the pleasure the visit of the American fleet to Australasia had caused. Admiral Howard stated that the American Navy would never forget the welcome accorded by Australasia and Great Britain. All wanted peace by arbitration, but if no nation had a navy, who would enforce the decrees of the Arbitration Court?
