Australia needs to advertise like Canada." While in England lie placed before the Colonial Institute a proposal for sending youths out and placing them on' colonial farms, for five or seven years. They would capitalise their labor, and so be able to take, up land on finishing their' training. The Institute was seriously considering the .proposal.
