Etienne insisted that France proclaim Wadai Libesti and Borku definitely a French sphere, and argued that Great Britain had worked wonders in equally unpromising Soudan. He paid a glowing tribute to Lord Kitchener, and said the British would* entrench themselves at Kordofan and Darfud, and these, like the Soudan, would amply repay the cost of subjugating them. France ought to be guided and encouraged by the example of her neighbor. M. Hubert advocated a desef t policy on a large scale. > . ;
