The Assembly negatived Mr. Wade's motion for discussing as a matter of urgency the proposed referenda for alteration of the contsitution. The House passed the item £ISOO for the purchase of an annuity of £IOO for the widow of the late Mr. E. W. O'Sullivan in recognition of his services to the State. The Loan Appropriation Bills were put through the Council. At the vicepresident's suggestion the Electoral Bill was held over till next session. The Appropriation and other Bills were passed, and both Houses adjourned over the holidays. DEFENCE REGULATIONS. Received 24, 12.15 a.m. Melbourne, December 23. The Federal Executive has approved the regulations to the new defence scheme.
