Lord Metheun, at the Rand Pioneers' dinner, heartily thanked Mr. Steyn, exPresident of the Orange Free State, for his speech at Vrede, placing defence in the forefront, and advocating a burgher force comprising all able-bodied men. Mr. Steyn's speech urged that South Africa's motto should, besides "One vote, one value," also be "one vote, one rifle."
