THE CHINESE EDICT
THE ASSEMBLY SNUBBED. By Cable—Press Association —Copyright. Received 19, 11 p.m. Peking, December 19. An edict rejects the memorial of the Assembly, and adds that the inauguration of a cabinet and the appointment of officials are the exclusive prerogative of the throne.
[A message on December 1 stated that the Assembly, after a secret session, memorialised the throne, stating that a Grand Council had been formed during the Chunlang period, the powers whereof were now indefinable* and unless the members were made answerable to the people the formation of a responsible chamber is essential.]
