ALSACE-LORRAINE
GRANTED A CONSTITUTION. By Cable—Press Association—Copyright. Received 18, 5.5 p.m. Berlin, December 17. The Federal Council has assented to the constitution of an Alsace-Lorraine first chamber of 18 members, and a second chamber of 60 members, by secret ballot. The franchise is given to all over 25 years of age. Two votes are allowed to electors over '25, three votes if over 45.
