[The Bill puts a tax on automatic lighters, in order to bolster up the match-making monopoly, which is worth a (great deal to the State. The matches made are poor, hence the popularity of the automatic lighters.] MR. CARNEGIE OX PEACE. Received 16, 11.40 p.m. New York, December 16. Speaking at Washington International Peace Conference, Mr. Andrew Carnegie said that 70 per cent, of the United States taxes were spent on war preparations or pensions. He praised the idea of a world's court for judicial, but not diplomatic, settlement of international quarrels.
