The Navy League demands the annual construction of three ships instead of two, in view of the number of obsolete vessels.
Grand Admiral Vonkaester states it is impossible to dispense with large cruisers. Germany fi.i\ds that political questions are tending more and more to develop into world questions, the solution of which is only possible by the rapid despatch of more or less strong cruiser detchments.
