Dr. Van Swinderen, Minister of Foreign Affairs, speaking in the second chamber, said tihat the Fortifications Bill was inspired solely as a national duty of defence against eventual menace to independence. He added that Britain kneiwi that Holland's intentions were in nowise hostile. He was permitted to hope that the heads of the State in Britain and' France would shortly visit the Netherlands..

The suggestion has frequently been made that Holland is strengthening her defences on the coast at the instance of, and possibly with monetary aid from, Germany. The Minister, it will be noted, gives no definite denial of this allegation.
