THE PRESIDENTIAL MESSAGE. By Ca&le. —Press Association.—Copyright New York, December 7. Mr. Taft's message to Congress welcomes reciprocity with Canada, stating that closer trade with the Dominion will prove beneficial to the United States. The necessity of the establishment of American banks in foreign countries is emphasised, whilst the new tariff law, which enables the Republic to deal discriminately with tariffs imposed by foreign countries, is praised! as favorable to the country's commerce. Failure to fortify the Panama Canal, it is declared, leaves the Republic powerless against a desperate enemy. Commander Peary's Polar achievement is recommended to the recognition of Congress.
