THE DECLARATION OF LONDON
ASSURANCE BY THE FOREIGN OFFICE. By Cable—Press Association—Copyright. Received 4, 5.15 p.m. London, December 3. Replying to the Chamber of Commerce communications regarding the Declaration of London, the Foreign Office invites attention to the improvement effected, and states that if the declaration is ratified neutral vessels will no longer be sunk. Except under stringent and carefully guarded conditions, food supplies will never again be declared absolute contraband. If the rules are improperly observed, or harshly interpreted by belligierents in Prize Courts, appeal will be allowed to the Hague Tribunal, which, can be trusted to give redress.
