The Times' St. Petersburg correspondent reports that Parliamentary circles are perturbed by the Czar's audience with M. Guchkoft, President of the Duma, wherein the Czar instanced the slow work of the Reichstag, and stated there had been no complaint against the German Legislature. Guchkoff's complaints regjarding naval reforms, Russian universities, and Finland.
