THE CZAR'S TREATMENT OF THE DUMA. By Cable.—'Press Association.—Copyright. Received 2, 11.45 p.m. London, December 2. The Times' St. Petersburg correspondent reports that Parliamentary circles are perturbed by the Czar's audience with M. Guchkoft, President of the Duma, wherein the Czar instanced the slow work of the Reichstag, and stated there had been no complaint against the German Legislature. Therefore he saw no cause for finding fault with the» Council of thfi Empire. The Czar made equally short replies to M. Guchkoff's complaints regjarding naval reforms, Russian universities, and Finland.
