The Times' Madrid correspondent states that King Alfonso has renounced the arbitratorship of the Peru-Ecuador frontier trouble, owing to the President of the Congress of Ecuador not desiring that the questions be decided by arbitration. PORTUGAL. Received 28, 10.5 p.m. Lisbon, November 28. The Government will continue Mariapia's pension of £13,500, deducting a loan of £60,000, which Mariapia borrowed under the Government guarantee. FEROCIOUS VENGEANCE. Received 28, 10.5 p.m. Paris, November 28. The Trade Union newspapers, including Humanite, characterises Durand's death sentence (for being concerned in the death of a blackleg during the railway strike) as ferocious vengeance on the part of the Bourgeoise. The evidence showed that Durand was the secretary of the union, and himself proposed that the question of the assassination of a blackleg be put to the vote. RUSSIA'S RIGOROUS WAY. Received 28, 10.5 p.m. 1 St. Petersburg, November 28. Thirteen members of the Central Trades Union Committee were arrested for attempting to organise a demonstration against capital punishment. Cossacks at Moscow dispersed a students' demonstration against the death penalty, and 181 arrests were made including 60 girls. ' THE GERMAN ARMY. Received 28, 9.30 p.m. Berlin, November 28. The Peace footing of the army ha"s been increased from 505,839 to 5i5,321, costing £5,120,000 sterling extra during Ave years.
