CAPITAL PUNISHMENT CONDEMNED. By Cable.—Press Association.—Copyright. St. Petersburg, November 27. Count Tolstoi's last article was written in the monastery, on capital punishment. He contends its only purpose is to increase the hangman's wages. Its horrors are useless as a deterrent, and the onlv remedv is to instil into men's minds the knowledge of their destiny and the need for justifying their acts.
