A committee of the London Chamber of IC'oninierce, after considering the Declaration of London on the laws of naval warfare, reported that the declaration was not satisfactory, as under it British food supplies in neutral vessels were exposed to the risk of deliberate destruction. The Cliamber adopted the report. A FATAL EXPLOSION. Shanghai, November 15. By an explosion in a cartridge factory at Paotingfu twenty-three were killed and twelve injured. THE AMERICAN FLEET. Paris, November 15. The United States battleships have arrived at Brest. A LENIENT COURT-MARTIAL. Berlin, November 15. Sergeant Livitzki has been sentenced to six weeks' imprisonment at Glogau for 2!)2 acts of cruelty towards young soldiers. EDUCATION CONFERENCE. London, November 15. An Imperial conference on education will probably be held in London in April. Overseas delegates will be invited.
