A COMPREHENSIVE PROGRAMME. By Cable—Press Association—Copyright. Sydney, November 15. Mr. McGowen, continuing his pre-ses-sional speech, stated that the Government will make the Wages Boards advisory bodies, leaving the declaration of awards to the Arbitration Court. The Government employees will receive a minimum wage on the standard set by the Federal Government. Arbitration was impossible without recognition of unionism. He would deal with all sweated labor. Special attention would be given to the nurses at public hospitals. It would be necessary before long to deal with the question of State insurance for workers. The existing twenty-seven Crown Lands Acts would be wiped out and replaced by an Act as simple as possible. The Government would not only give new ports under the decentralisation scheme, but intended to establish central depots for receiving, freezing, storing and distributing perishable products, also to extend the system of refrigerating cars on railways. It was intended to make prices low and freights cheaper, quicker, and more efficacious. The Government would, if possible, establish ironworks, and hoped to supply iron and steel for the whole of Australia. Received 15, 9.40 p.m. Sydney, November 15.
