It is understood that the Opposition will take an early opportunity of testing the strength of the parties. OPEXENG TO-DAY. Received 15, 12.50 p.m. Sydney, Xovember 14. Cabinet, and subsequently the Labor caucus, held a meeting to consider the subject matter of the Governor's Speech | to be delivered on Wednesday. To-mor-row is the opening day, but only formal business will be done. SPEECH BY THE PREMIER. Received 15, 12.50 p.m. Sydney, Xovember 14. Mr. McGowen to-night delivered a presessional speech to a large gathering. He covered the ground of his campaign promises. At the earliest possible moment the Government would pass a new Industrial Disputes Act, which would re-enact the principle of industrial arbitration as originally advocated. The Workmen's Compensation Act would be amended to cover every calling in-the State that could be brought under it, *nd make it more in conformity with the Xew Zealand Act. He proposed to amend the Electoral Act to give votes to people in asylums and to the military. He also promised the extension of the Wages Boards and eight-hours ssystem. If necessary, the Government would open State mines on the north, south and western coalfields. Revenue from the 'land tax would be devoted to the development of railways and opening up of lands.
