Britain, by these new laws, will lie using the Navy's powers in the only effectual manner and b» strangling her own fleet with her own hands.

The cruiser Rainbow, bought, by the Admiralty, has arrived at Victoria, and will be officially taken over by the Canadian Government, as the first. Canadian warship in the Pacific, on Wednesday, when the Admiralty naval base at Esquimau, becomes the Dominion's possession.
